Even if the baby equipment has only been used for several months, it can still be risky. That's because, unlike new products, pushchairs secondhand items aren't required to be registered with the Consumer Product Safety Commission. There's no way of knowing whether a product has been recalled. Recalls can happen for various reasons, including mistakes in design or a failure by a manufacturer to comply with federal standards. If you purchase a new stroller, however you'll have the option to register it and be notified of any recalls that could occur.

This rule implements a standard that is mandatory for strollers and other carriages as per Section 104 of the Danny Keysar Act on Child Product Safety Notifications, as amended by the Consumer Product Safety Improvement Act of 2008(CPSIA). The rule incorporates the most recent voluntary standard, ASTM F833-13b developed by the American Society cheap Pushchairs for Sale Testing and Materials. It also defines requirements and testing procedures to reduce the risks that these products pose. CPSC staff worked closely with ASTM participants in the creation of this standard.
